The book, and the experience, made Rehnquist an unparalleled expert on impeachment, a subject that’s emerged recently in public debate over President Donald Trump’s alleged connections with Russia and other aspects of his short tenure. A recent poll found that 43 percent of voters want Congress to initiate impeachment proceedings against Trump.
