McManimon, Scotland & Baumann, LLC, based in Roseland, has named three new partners: Isabel D. Chou

Isabel D. Chou handles affordable housing, redevelopment, municipal and nonprofit law. She is knowledgeable in federal and state housing and community development programs, and represents private developers and public entities in structuring and closing real estate and project financing transactions. She also counsels nonprofit organizations on matters of formation, governance, donor-related activities, tax exemption and operations. She previously spent 10 years in nonprofit organizational development, venture philanthropy and program management in Silicon Valley, California. She is active with several nonprofit organizations on the West and East Coasts. She received her B.A. from the University of California at Berkeley, her Master of Public Administration from the University of San Francisco, and her J.D. from Rutgers Law School-Newark, where she was an editor of the Rutgers Law Review. She was law clerk to Appellate Division Judge Carmen Messano.

Cofoni handles redevelopment, municipal law and land use law, including negotiation of redevelopment agreements, purchase and sale agreements, and tax abatement applications on behalf of municipalities and private clients. She previously practiced for 14 years representing municipalities and land use boards in all areas of local government law and land use law, advising  governing bodies and boards at public meetings, and preparing ordinances, resolutions and agreements. Cofoni was a member of the District X Fee Arbitration Committee from 2006 to 2008 and chairfrom 2008 to 2010. She is a member of the American, New Jersey State, and Morris County bar associations; New Jersey Institute of Local Government Attorneys; and the New Jersey State League of Municipalities. She holds a B.S. from York College of Pennsylvania and a J.D. from the University of Connecticut. She is admitted in New Jersey, U.S. District Court for the District of New Jersey, and the U.S. Court of Appeals for the Third Circuit. Tomaszewski concentrates on all aspects of environmental law, including transactional matters, redevelopment projects, site remediations, regulatory compliance counseling, permitting, solid waste and recyclables, wastewater, cost recovery litigation and insurance coverage litigation. His clients include manufacturers, gasoline retailers, real estate developers, municipalities and public entities. He also has extensive experience in remediations related to underground storage tanks, in the commercial, industrial and residential context, including the regulatory framework for conducting those remediations and obtaining insurance coverage. Tomaszewski is serving in his second consecutive term on the Board of Directors of the New Jersey State Bar Association, Environmental Law Section. After graduating Seton Hall University School of Law, he was law clerk to Somerset County Superior Court Judge Harriet Derman.
