A preliminary injunction issued Wednesday in a class action lawsuit by U.S. District Judge Paul Crotty of the Southern District of New York stopped the federal Office of Refugee Resettlement director from personally reviewing all release decisions for unaccompanied alien children placed in the most secure types of housing after being apprehended.

Crotty’s order delivered a fresh rebuke to Trump administration practices under the Administrative Procedure Act. The lawsuit predates the current immigration battle roiling the country that centers on child separation from families.
