The Trump administration official at the center of legal fights over abortions for pregnant immigrant minors recently escaped scrutiny of ethics complaints filed with the inspector general of the U.S. Department of Health and Human Services and the Virginia State Bar. Still, he remains the target of a pending public records lawsuit, and his office, and its policies, are the backdrop to a contentious dispute at the U.S. Supreme Court.

The Campaign for Accountability, a liberal nonprofit ethics watchdog, filed a complaint in October with the HHS inspector general against Scott Lloyd, director of the Office of Refugee Resettlement. Lloyd’s office provides care for undocumented minors who enter the United States without parents.
