Ethics attorneys are split on whether a proposal from the Pennsylvania Supreme Court's Civil Procedural Rules Committee will help crack down on frivolous filings, or if it will cause confusion and hurt lawyers who are least able to pay. At the end of last year, the committee published a proposal that would make paying court costs and reasonable attorney fees mandatory whenever a court grants a motion for sanctions due to a frivolous filing.
