Maryland attorney Steven Klepper has appeared in front of various appellate courts 40 times in total, but he still gets anxious before arguments at the U.S. Court of Appeals for the Fourth Circuit. The Richmond, Virginia-based court is one of three federal appeals courts—the others being the Seventh and Federal circuits—that do not disclose the names of judges sitting on a panel until the morning of oral arguments.
