New York's top court recently put police stops of moving bicyclists on par with those of motor vehicle drivers. A deeply-divided Court of Appeals decision from Nov. 21 sets forth that stops of cyclists will now be treated in the same manner as a stop of a moving vehicle for purposes of the Fourth Amendment.
