An elected trial court judge from Western New York was appointed to fill a vacancy on the Appellate Division, Fourth Department, one of the state's four mid-ldevel appeals courts. Judge Lynn Wessel Keane, a Democrat, received the promotion, according to a statement by Gov. Kathy Hochul.
