A.Z., a U.S. citizen and a resident of New Jersey since 1997, who is and continues to be supported by her mother, an undocumented immigrant from Guatemala, applied for a Tuition Aid Grant, N.J.S.A. 18A:71B-2, to assist her in attending college in New Jersey. She appeals from the Higher Education Student Assistance Authority (HESAA)’s determination that she is ineligible to receive a TAG “because her parents are not legal New Jersey residents.”
