Plaintiff Gregory Lasky, a paraplegic, is a Florida resident who frequently travels to New Jersey to see friends in Hightstown. After he attempted access to several public buildings and facilities in the borough, he filed suit alleging that the borough discriminated against him by failing to provide him access to its services, including the sidewalks and curb cuts, library, municipal hall, Army-Navy Memorial, and parking, in violation of the Law Against Discrimination, N.J.S.A. 10:5-1 to -49.
