Lipner, professor of law at the Zicklin School of Business, writes that in July 2007, on the heels of a 14 percent across-the-board increase in medical malpractice insurance rates, the New York State Insurance Commissioner announced plans to convene a summit "to fix the medical malpractice system." The prospect that this "summit" can solve the almost intractable problems at issue is about as good, he says, as the prospect that another round of talks will produce peace in the Middle East.
