In a sharply worded opinion, a Supreme Court justice in the Bronx has levied fines of $2,500 against both sides for "outrageously dilatory" practices in a 21-year-old negligence case against New York City. Blasting both the plaintiff's and the city's lawyers for "willful and contumacious" conduct, Justice Paul A. Victor ordered each party to pay $2,500 to the Lawyers Fund for Client Protection.
