The U.S. Court of Appeals for the Second Circuit has said that the attorneys who represented claimants trying to recover money seized in violation of the USA PATRIOT Act are not entitled to the $157,888 in fees they sought - almost one-third of the money seized by customs agents in September 2002 from three couriers who were trying to board a flight from New York to Pakistan.
