A FEDERAL appeals court yesterday overturned the conviction of a contractor accused of defrauding New York City’s Off-Track Betting Corporation, saying federal prosecutors suppressed evidence that would have aided the man’s defense.

A unanimous three-judge panel of the U.S. Court of Appeals for the Second Circuit faulted the Eastern District U.S. Attorney’s office for delivering more than 2,700 pages of documents to defense lawyers a few days before trial, giving them insufficient opportunity to examine the papers.
