ALBANY – A non-lawyer town justice who referred to herself as the “law and order” candidate did not violate judicial conduct rules, the Court of Appeals held yesterday. But Esopus Town Justice Elizabeth A. Shanley, who holds only a high school degree, did overstep by describing herself as a “graduate” of judicial law courses when she had actually only taken some continuing education courses as part of her job as a court clerk.
