ALBANY At this point in the 1998 election cycle, candidates for New York State Attorney General were coming out en force. Democrats sensed, accurately, that Republican incumbent Dennis C. Vacco was vulnerable. A handful of potential nominees, including eventual victor Eliot Spitzer, smelled blood and were eager for a chance to take on the controversial attorney general.
