GOVERNOR PATAKI yesterday appointed Bronx Administrative Judge Luis A. Gonzalez to the Appellate Division, First Department, the first time a Hispanic jurist has been assigned to the New York appellate bench in seven years.

The appointment comes a week after the Governor designated Milton L. Williams as the presiding justice of the First Department. Justice Williams, who will serve as presiding justice for a only year because he is turning 70, is the second black judge to preside over a New York appellate court.
