THE CITY violated public policy laws when it devised a plan to demolish an abandoned elevated rail track that runs from Hell’s Kitchen to the Meat Packing District, a Manhattan judge ruled yesterday.

Supreme Court Justice Diane A. Lebedeff found that the city was required to engage various community boards and the City Council about the impact its plan would have on the neighborhood surrounding the tracks, known as the High Line. The tracks, currently owned by CSX Corporation, were built in the 1930s to carry freight from warehouse to warehouse along Tenth Avenue as far as Gansevoort Street.
