ALBANY – In a bold new attempt to achieve the long-sought consolidation of New York’s trial courts, Chief Judge Judith S. Kaye yesterday made a proposal to add a special domestic violence component to Supreme Court the centerpiece of what promises to be a vigorous and aggressive effort to win reforms that have eluded the judiciary for several decades.
Chief Judge Kaye is the fourth consecutive chief judge to promote a constitutional amendment that would streamline what is now an inefficient patchwork of nine – or more, depending how they are counted – trial courts. But the major shift in focus, announced during the annual State of the Judiciary speech, marks a unique and politically savvy strategy.
