Preparation of the Judiciary’s 2002 Legislative Program has been taking place with the events of Sept. 11 very much on our minds. The unprecedented attacks on innocent Americans, and the continuing threat to the public, are nothing less than assaults on our nation’s values and freedoms. This is why the courts, of all institutions, must remain strong and steadfast in their mission. The 2002 Legislative Program, which will be officially submitted at the annual Judicial Conference in February, reflects a continued commitment to the progress we have made in modernizing the courts and improving the administration of justice at every level. The motivating theme of this year’s program is ensuring that the courts remain resilient and prepared to handle the new post-Sept. 11 realities. Now, more than ever, we can truly appreciate the vital importance of a court system that is structurally sound, efficient, accessible to rich and poor alike, and capable of preserving the social well being and safety of the public.
