MANUEL A. Romero’s law firm had to evacuate its office on Sept. 11, and since then four of his 20 employees have decided not to return to work.
Three, including one lawyer, simply never came back. Another lawyer developed a case of bronchitis after coming back to the dusty, debris-strewn area, and later quit. She now works for a judge in Queens.
