*1 Upon the foregoing papers, the Decision /Order on these motions are as follows:BackgroundPetitioners commenced the instant nonpayment proceeding in May 2017 to recover rent arrears allegedly owed for apartment 3A located at 89-15 144th Street, Jamaica. Zahira Sohan (“respondent”) initially interposed a pro se answer generally denying the allegation. She then obtained counsel who filed an amended answer alleging, inter alia, that the petitioner is charging her rent in excess of that permitted by the New York City Rent Stabilization Law. Specifically, respondent claims that she moved from another apartment in the building into the subject
