The quest of fashion designer Diane von Furstenberg and media mogul Barry Diller to build a park on the Hudson River has been dealt a setback in federal court.

Pier 55, conceived as a 2.75 acre, elevated-platform park with performance spaces, had survived challenges in state court, but the $200 million project hit a roadblock in the Southern District, where Judge Lorna Schofield vacated a permit issued by the U.S. Army Corps of Engineers.
