Gov. Andrew Cuomo has signed into law a bill that enacts changes to juvenile delinquency and persons in need of supervision proceedings (PINS) that were recommended by a Family Court advisory committee.

Provisions in the bill, A5897/S5286, include establishing a judicial allocution procedure when courts accept admissions of a PINS case. The requirement will allow a court to ascertain that the juvenile committed the act or acts for which they are being admitted to the PINS program, that they are voluntarily waiving their right to a hearing and they are aware of the consequences of their admission.
