A state appeals court largely upheld a $14.7 million Court of Claims award to the children of a man killed by a state snowplow but reduced the loss-of-parental-guidance phase from $4.2 million to $2.9 million.

The Appellate Division, Fourth Department, otherwise kept the remainder of the award—$13.4 million—that Court of Claims Judge Diane Fitzpatrick made to the estate of 28-year-old Jason Rhoades for what she determined was the state’s 100 percent liability for the accident that killed him.
