Westchester County must forfeit federal housing money because of its unwillingness to assess whether zoning laws impeded fair housing for minorities, the U.S. Court of Appeals for the Second Circuit said Friday.

Just three days after oral argument, the circuit held that the U.S. Department of Housing and Urban Development (HUD) did not violate the Administrative Procedure Act or other limitations on its authority by examining zoning laws and reaching the conclusion that Westchester County didn’t deserve federal fair housing grants.
