District attorneys questioned Thursday whether Attorney General Eric Schneiderman has the power to guide their investigations of police killings of unarmed civilians, in light of an executive order from Gov. Andrew Cuomo designating Schneiderman special prosecutor in all such cases.

A July 13 memo to D.A.s from Schneiderman spelling out what district attorneys may and may not do immediately after a killing by police occurs appears to be in “direct contravention” of Cuomo’s executive order, District Attorneys Association President Gerald Mollen wrote to Schneiderman (See also Schneiderman’s July 15 letter).
