The U.S. Department of State and Russia are not necessary parties in an action in which a Long Island couple are trying to dissolve their adoption of two Russian-born children.

The couple adopted the boy and girl in 2008 but are now trying to undo the adoption, saying the children turned out to have serious mental problems. The couple alleges they were fraudulently induced to proceed with the adoption, based on misrepresentations and a “bait and switch” by entities including two placement agencies, Spence-Chapin Services to Families, and Cradle of Hope.
