Applying Haitian law, a federal judge has blocked an arbitration demand over a license agreement dispute on the use of a valuable radio wave band in the country.

The telecommunications company, Teleco, entered an agreement with mobile phone company Haitel. Eastern District Judge Jack Weinstein said a Teleco official was not authorized months later to execute another agreement that effectively compensated Teleco with shares instead of money, and required that disputes be resolved in arbitration in Bermuda.
