James J. Harrington was disbarred by a unanimous panel of the Appellate Division, First Department, Tuesday after failing to respond to an investigation into his failure to pay a judgment against him. He was suspended in July 2011 for failing to cooperate with an investigation by the Departmental Disciplinary Committee. The allegations against him included that he failed to pay a judgment resulting from arbitration of a fee dispute with a client.

According to the 2011 suspension order, Harrington charged the client, PPX International Inc. $12,500 for work on two matters. PPX’s principal, Edward Chalpin, then complained that Harrington had neglected the matters. He ultimately won an award of $9,500 plus interest following an arbitration.
