A part-time upstate village judge who presided over a rape suspect’s arraignment and then advocated for the victim and her family has been admonished by the Commission on Judicial Conduct.
In a determination issued Oct. 8, the panel said it should have been clear to Hamburg Village Justice Andrew Fleming that it was improper for him to represent the victim (See also Agreed Statement of Facts).
