David Arroyo, senior vice president for legal affairs at Scripps Networks Interactive, has been appointed by Governor Andrew Cuomo as a member of the state Joint Commission on Public Ethics, an unpaid position.

Arroyo, a former chairman of Latino Justice PRLDEF, will fill the opening on the 14-member commission created in April when Westchester County District Attorney Janet DiFiore, the panel’s chairwoman, resigned to devote more time to her re-election campaign. Cuomo picked Daniel Horwitz, a partner at Lankler, Carragher & Horwitz, as the new chair.
