"There have to be some limitations," Roberts said.

WASHINGTON – The U.S. Supreme Court has long struggled to decide just how far the First Amendment allows government to go in enlisting groups and individuals to espouse its policy preferences. An appeals judge recently wrote that this area of the law is "messy and unsettled."
The justices yesterday appeared no closer than before to tidying things up.
