Judge John M. Hunt has ruled that Family Court Act Section 1091, approved by the Legislature in 2010 and designed to allow youths who had declined to consent to an extension of placement in foster care to re-enter the program between their 18th and 21st birthdays, does not apply to a juvenile who had been in the system for persons in need of supervision.
