The Office of Court Administration has suspended drug court operations in a Westchester county town and transferred all pending cases of two judges after one was accused of violating a defendant’s constitutional rights while the other neglected to forcefully intercede.

Supreme Court Justice Alan D. Scheinkman (See Profile), the administrative judge for the Ninth Judicial District, and Supreme Court Justice Charles Apotheker (See Profile), a drug court judge who supervises the town and village courts in the district, confirmed yesterday that the cases pending before Greenburgh Town Justices Sandra Forster and Doris Friedman have been transferred to the Drug Treatment Court in the city of White Plains. Both town judges, who are lawyers, recently lost re-election bids.
