Citing “serious uncertainties” about the Judiciary’s upcoming budget, court officials have adopted “new hiring restrictions” that will delay filling most of the nearly 900 positions left vacant after 1,560 employees took early retirement last fall.

The courts had planned to fill 500 of those open positions before the end of the current fiscal year on March 31. But a memorandum circulated to court managers on Monday instructed that no new personnel are to be hired for the time being unless “a compelling need” to fill the position can be established in writing.
