Faulting New York City for its “shifting and contradictory positions” in the bitter battle over how it hires new firefighters, a federal judge has permanently enjoined the city from using its current examination to screen applicants.
Eastern District Judge Nicholas G. Garaufis yesterday blasted the city for rejecting five interim measures that would have enabled it to hire many applicants who have been “patiently waiting to join the Fire Department since well before July 2008,” the last time the city hired new firefighters.
