ALBANY – The right of citizens to keep a “watchful eye” on the way an upstate police chief did his job outweighs the chief’s desire to keep from scrutiny documents in a sexual harassment action he said are potentially ruinous to his family standing, a federal judge has ruled.
Northern District Judge Neal P. McCurn determined that summary judgment documents filed under seal against Amsterdam Police Chief Thomas V.N. Brownell, should be opened to public access.
