ALBANY – A Civil Court judge in Manhattan should be admonished for improperly suggesting during her 2006 campaign that she would side with tenants in landlord-tenant disputes and other electioneering improprieties, a divided Commission on Judicial Conduct decided yesterday.

“Judicial candidates are held to higher standards of conduct than candidates for non-judicial office, and the campaign activities of judicial candidates are significantly circumscribed in order to maintain public confidence in the integrity and impartiality of the judicial system,” a 6-2 commission majority held in deciding to admonish Judge Margaret Chan.
