A federal appeals court has demanded answers on accusations that low-income defendants are routinely denied arraignment and appointment of counsel at a Connecticut courthouse.

Saying it was “disturbed by the allegations of prosecutorial misconduct,” the U.S. Court of Appeals for the Second Circuit has given Connecticut State Attorney General Richard Blumenthal until Dec. 12 to provide a detailed report on the measures that have been taken to address the practice of the state attorney’s office in Bantam, Conn.
