Former New York City Police Commissioner Bernard Kerik will remain behind bars pending his trial on corruption and fraud charges following a federal appeals court ruling yesterday. The U.S. Court of Appeals for the Second Circuit refused to overturn a decision by Southern District Judge Stephen C. Robinson revoking bail for Mr. Kerik for violating a protective order on sealed materials. The ruling came after Judges Reena Raggi, Roger J. Miner and John M. Walker Jr. pressed Mr. Kerik's lawyer, Michael F. Bachner, for a good reason why they should reverse Judge Robinson's Oct. 20 decision to revoke bail.
