As panelists at a legal ethics conference this week discussed the need for more transparency and accountability for government lawyers and prosecutors, Manhattan’s next district attorney vowed to implement such measures upon taking office.

“The next district attorney has an opportunity to make prosecutions in New York County and statewide more fair and more effective,” said Cyrus R. Vance Jr., who won last month’s Democratic primary and will succeed retiring District Attorney Robert M. Morgenthau on Jan. 1.
