A new law designed to prevent landlords from harassing New York City tenants does not run afoul of the state or federal constitutions, a Manhattan judge has ruled.

Representing roughly 25,000 landlords, the Rent Stabilization Association of NYC Inc., along with several other landlords, claimed the Tenant Protection Act, which permits Housing Court judges to fine landlords who harass tenants up to $5,000, impermissibly expanded the Housing Part’s jurisdiction and the city’s Housing Maintenance Code.
