A Brooklyn-based appeals panel ruled yesterday that Richard Ravitch, the man named by Governor David A. Paterson as lieutenant governor three weeks ago, may continue serving in the post while constitutional issues surrounding his appointment are sorted out.

Under the Appellate Division, Second Department’s order, Mr. Ravitch can exercise executive functions but cannot preside over or cast a vote in the state Senate.
