The merger of Criminal and Supreme courts in the Bronx has created "serious problems" and "must be re-evaluated" if additional judicial resources are not made available, a report issued yesterday by the New York City Bar concluded. Since the merger began at the end of 2004, the report found, there has been a 62 percent increase in the number of felony cases pending longer than the six months, the benchmark set by the court system for handling such cases.
