Roberta S. Karmel, Centennial Professor of Law and co-director of the Dennis J. Block Center for the Study of International Business Law at Brooklyn Law School and a former commissioner of the Securities and Exchange Commission, writes that a proposed Treasury framework for regulatory reform is a conservative proposal, which would establish a financial stability regulator, but otherwise not greatly change the existing regulatory agency structure. One agenda item on the Treasury framework, she notes, is eliminating gaps in the nation's regulatory structure, which would assign clear authority, resources, and accountability for key regulatory functions.
