Spencer Fisher, who has spent more than three decades with New York City’s Law Department, has been appointed as chief of the office’s Legal Counsel Division, a 23-attorney office that serves as a vital on-call legal adviser for city agencies, the mayor and other elected officials.

Fisher, a 2023 recipient of the Law Journal’s Lifetime Achievement Award, joined the Law Department in 1986 after graduating from Harvard Law School and has since served under six mayors.
