The New York City Department of City Planning (“DCP”) is advancing a proposal for a wide-ranging set of changes to the Zoning Resolution in an effort to clear the way for housing production across the City. The proposed zoning text amendment, known as “City of Yes for Housing Opportunity” (the “Housing Text”), is the third of the Adams administration’s “City of Yes” zoning overhaul proposals; it follows “City of Yes for Carbon Neutrality,” which was approved by the City Planning Commission and is under review by the City Council, and “City of Yes for Economic Opportunity,” which is expected to enter public review this fall.

While the Housing Text itself has not been released, DCP recently published the “Draft Scope of Work” (“DSOW”) for review of potential environmental impacts (CEQR No. 24DCP033Y). The DSOW describes the full proposal in general terms, including headline changes highlighted on DCP’s website and more “in-the-weeds” changes that could also be impactful if approved.
