Significant progress has been made in negotiations for the controversial Clean Slate Act that would automatically seal certain criminal records of thousands of New Yorkers, a person apprised of talks among lawmakers said on background Tuesday.

Bill backers tweaked its language late Monday to narrow the scope of who would be eligible to have their crime records sealed under the proposal, a further indication a deal was within reach between Democratic Gov. Kathy Hochul and the state Senate, which passed a version of the proposal last year, and the Assembly, which declined to pass it a year ago.
