Nearly half of all Vehicle and Traffic Law cases brought by the Manhattan District Attorney’s Office since the onset of discovery reform have ended in dismissal—because prosecutors are unable to meet their obligations, according to the office and publicly available data.

In 2019, the office saw 18% of all VTL cases dismissed. After reforms were enacted in 2020, that number rose to 44%. 2021 saw 50% dismissed. And in 2022, 51% of VTL cases were disposed of via dismissal.
